Science Education in Ethiopia

1. Science Education During the Reign of Menilik II

The Ethiopian secular education is founded on a package of imported curriculum—imported content, imported practice, imported personnel and imported language of instruction. This article will show how science is incorporated and taught beginning the foundation of secular education.

In the first ever schools of Emperor Menilik II, only rudimentary science was taught. Emperor Menilik’s commitment and efforts of modernizing Ethiopia would have been realized through educating citizens in areas of science and technical fields. Probably, against his expectation the secular education of his reign had been focusing on training bureaucrats. Hence, not much can be said about science and science teaching before the 1940s.

BOOK WRITING PROJECT: ETHIO. HIGHER ED.

Policy-makers and practitioners of Ethiopian higher education need to be assisted by dependable experts in the sub-sector and have to be equipped with relevant and useful resources. Initiators of this Project for writing the proposed reference book suspect that the policy-makers in the sub-sector are not well-served. For example, we observe strategies, initiatives, and implementations tools that are conflicting with the constitutional and ideological commitments of the Government and the ruling coalition of Ethiopia. Likewise, many practitioners, namely: instructors, department heads, deans, and presidents, oftentimes, lack dependable understanding of the implications of the various initiatives and implementation tools in realizing national objectives related to the sub-sector. Hence, the Goal of the Project is to develop a reference book on the Ethiopian higher education sub-sector that serves as resource material for policy-makers and practitioners.

CALL FOR INTERESTED WRITERS

Three faculty colleagues in Mekelle and Addis Ababa universities ‒ namely Dr Desta B. Sbhatu, Dr Zenawi Zerihun, and Dr Belay Hagos ‒ have taken the initiative to solicit funding and coordinate experts in Ethiopian higher education for writing a book on and for contemporary Ethiopian higher education. The Initiators have established a Terms of Reference (ToR) guiding the initiative and have set up an organization structure to carry out the initiative. Also, they have set up Project Management Team comprising of Dr Desta (Supervisor), Dr Zenawi (Research and Writing Technical Manager), Dr Belay (Review and Editorial Manager), Dr Kifle Weldearegay (Administrative and Finance Manager), and Dr Dereje Assefa (Events and External Relations Manager).

At this time, we are calling for paid and unpaid contributing writers who are interested and willing to write chapter topics of the proposed book in Amharic based on literature study, empirical research, and/or both. Contributing writers shall be free to write contents individually or in teams; and can write or take part in writing more than one topic. (The funds allotted for writing one topic – 15,000 Amharic words excluding reference – is estimated at ETB 39,000 for literature research-based writing and ETB 79,000 for empirical research-based writing). Unpaid professionals committed to volunteer for the Project as writers are highly valued as they help us save funds that shall be used to cover other costs of the Project. Likewise, writers who can secure funding from other sources are highly welcomed. This being true, all writers shall carry out the writing as per the guidelines indicated in the ToR and the most recent version of the APA. The list of the 41 chapter topics for writing is indicated in the ToR; and is available at ethioscied.blogspot.com.

Writers are expected to: a. have profound knowledge of the F.D.R.E Constitution and pertinent proclamations, directives, policies and strategies, and the growth and transformation plans emanated from the Constitution and/or put to realize the constitutional commitments and premises in regard to education in general and higher education in particular; b. show dependable understanding of the politico-economic ideology of the Ethiopian ruling coalition and its vision for national renaissance; c. have a good deal of knowledge in regard to the history, theories, and principles of developmental state as well as democratic developmental state; d. have functional capacity (knowledge and experiences, skills and competencies, and attitudes and thoughts) in educational theory and practice; and e. have functional capacity in carrying out empirical research guided by positivist and/or post-positivist philosophies.

Contents of the topics of the proposed book shall be drawn from: a. academic and scientific literature, b. government and ruling party documents (the Ethiopian Constitution, proclamations, policy and strategy documents, growth and transformation plans, reports, position statements, etc), c. empirical data (based on past and future studies), d. writers’ objective observations, experiences, and anecdotes, e. experiences and practices in other higher education systems, and f. scientific interpretations and elaborations of the writers. An elaborate guideline is given in the ToR (ANNEX 3.0) and shall be shared to interested writers.

Interested writers can send: a. Letter of Interest, b. Concept Note (1 Page), and c. CV/CVs to Dr Desta via desta.sbhatu@mu.edu.et by 15.07.2016. Writers or teams of writers are expected to select the topic/ topics they are interested to write. Applicants interested to write more than one topic need to submit separate concept notes and prioritize the topics. Preliminary selection of writers will be made with utmost professional integrity by evaluating concept notes and CVs; and interviews (if needed). All legal, ethical, and professional principles and commitments shall be duly observed though no legally-binding agreements are entered into nor employed at this stage. Selected candidates shall be invited to prepare and submit full proposals. Final selection of writers shall exclusively be made based on the quality of proposals. But, unpaid applicants with high quality proposals and comparable or better expertise shall be given priority over paid ones. Selected writers and/or teams shall enter into a legally-binding agreement.

CHAPTER TOPICS FOR WRITING

Annex 2.0: Proposed Book Chapters

This ToR proposes the planned book to be prepared in Amharic and have two parts (Part I and II) ‒ where Part I shall comprise of the critical assessment of the implementation of the F.D.R.E. higher education sub-sector. It shall be presented in four chapters and 21 topics. Part II covers on topics that propose the means and ways of promoting the implementation as well as the relevance and quality Ethiopian higher education ‒ organized in four chapters and 20 topics as given below. The writing of sections 2.1 to 2.5 (Chapter 2) as well as section 5.1 to 5.4 (Chapter 5) will be carried out with the involvement of the Promoters.

ክፍል ኣንድ፤ የኢፌዲሪ ከፍተኛ ትምህርት ሁኔታ።

በዚህ ክፍል፥ የኢፌዲሪ ከፍተኛ ትምህርት ድሎችና ስኬቶች፣ ያጋጠሙ ተግዳሮቶችና ችግሮች፥ እንዲሁም የወደፊት ተስፋዎች በሚዛናዊነት ይዳሰሳሉ። ከዚህም በተጨማሪ፥ የከፍተኛ ትምህርት የልማት ሃይሎች ብቃትና ቁመና፥ እንዲሁም የንኡስ ዘርፉ የትግበራ መደላድሎች፣ ስትራቴጂዎች፣ ኣደረጃጀቶች፣ ኣሰራሮችና መሳሪያዎች ምንነትና ብቃት በዝርዝር ይዳሰሳሉ። በዚህ ክፍል የሚደረስባቸው ኣጠቃላይ ግምገማዎችና ድምዳሜዎች፥ በክፍል ሁለት ላይ ለሚቀርቡ የንኡስ ዘርፉ፥ የእድገትና ብልፅግና ኣቅጣጫዎችና ምክረ-ሃሳቦች፥ እንደ መነሻ ሃሳቦችና የምልከታ መነፅሮች ያገለግላሉ።

ምእራፍ 1፥ የኢፌዲሪ ከፍተኛ ትምህርት ተልእኮዎች ስኬት።

በዚህ ምእራፍ፥ የኢፌዲሪ ከፍተኛ ትምህርት ንኡስ ዘርፍ፥ ባለፈው ሩብ ምእተኣመት የተሰሩ ስራዎችና የተመዘገቡ ድሎች፥ ከኣገሪቱ የከፍተኛ ትምህርት ታሪክ ጋር በማያያዝ ይዳሰሳሉ። ከዚህም በማያያዝ፥ ንኡስ ዘርፉን የጋጠሙት ችግሮችና ተግዳሮቶች፣ ችግሮቹና ተግዳሮቶቹን ለማቃለልና ለማስወገድ የተሰሩ ስራዎችና፥ በዚህ ረገድ የተመዘገቡ ስኬቶችና ያልተፈቱ ችግሮችና ተግዳሮቶች በሚዛናዊነት፣ በጥልቀትና በዝርዝር ይቀርባሉ። ይህ ምእራፍ፥ በስድስት ንኡሳን ምእራፎች ተሸንሽኖ ይቀርባል። የተልእኮዎቹ ስኬቶች፥ በመጠን (በቁጥር)፣ በኣግባብነት፣ በጥራት (በብቃት)፥ እንዲሁም በተፈጠሩ በጎ ተፅእኖዎች (ኢምፓክት) እንዲቀርቡ የሚጠበቅ ሲሆን፥ ያጋጠሙ ወይም ያልተፈቱ ችግሮችና ፈተናዎችም፥ ተመሳሳይ መለኪያዎች መሰረት በማድረግ ይዳሰሳሉ።

የኢፌዲሪ ከፍተኛ ትምህርት ተልእኮዎች፥ እንዲሁም የትግበራና ማሳለጫ ስትራቴጂዎች፣ ኣሰራሮች፣ ኣደረጃጀቶችና መሳሪያዎች፥ ህገመንግስታዊ፣ ርእዮታዊ፣ ፍልስፍናዊ፣ ፅንሰሃሳባዊና የፖሊሲ መነሻዎች እንዳሉዋቸው፤ ኣልያም ሊኖሩዋቸው እንደሚገባ የታወቀ ጉዳይ ነው። ይሁን እንጂ፥ በፖሊሲ ኣውጪዎችና ኣማካሪዎች፣ እንዲሁም በኣስፈፃሚ ኣካላትና በልማት ሃይሎች ዘንድ፥ በነዚህ መነሻዎች ወይም መደላድሎች ላይ፥ ጥልቅና ወጥ ኣረዳዶች ይኖራል ተብሎ ኣይታሰብም። በርግጥ፥ የኣንዳንድ የንኡስ ዘርፉ ማስፈፀሚያ ስትራቴጂዎችና መሳሪያዎች፥ ከመንግስት ርእዮታዊና የፖሊሲ መነሻዎች ጋር የማይጣጣሙ፥ ኣልያም የሚጣረሱ ሆነው እናገኛቸዋለን። የዚህ ችግር ቁልፍ መንስኤ ደግሞ፥ ህገመንግስታዊ፣ ርእዮታዊና የፖሊሲ መነሻዎች ወይም መደላድሎች ካለመገንዘብ የሚመነጭ እንድሆነ ይገመታል። ስለዚህ፥ የዚህ ምእራፍ ይዘት፥ የኢፌዲሪ ከፍተኛ ትምህርት፥ ህገመንግስታዊ፣ ርእዮታዊ፣ ፍልስፍናዊ፣ ፅንሰሃሳባዊና የፖሊሲ መደላድሎች ምንነትና፥ በከፍተኛ ትምህርት ስራዎች ላይ ያላቸው እንድምታዎች፥ ከዚህ በታች በተዘረዘሩት ኣምስት ንኡሳን ምእራፎች ተሸንሽነው ይቀርባሉ። ህገመንግስታዊ መደላድሎች፥ በህገመንግስቱና፥ ህገመንግስቱን መሰረት በማድረግ፥ ስራ ላይ የዋሉ ሰነዶችን (ኣዋጆችና መመሪያዎች) በማጥናትና በመተንተን ይቀርባሉ። ርእዮታዊ መደላድሎች፥ የዲሞክራሲያዊ ልማታዊ መንግስት የፖሊቲካል ኢኮኖሚ መሰረተሃሳቦችና ፅንሰሃሳቦች በማጥናትና በመተንተን ይቀርባሉ። ፍልስፍናዊ መደላድሎች፥ የኢፌዲሪ ከፍተኛ ትምህርት ያነጠፋቸው የሳይንስ ፍልስፍናዎች (ፊሎዞፊስ ኦቭ ሳይንስ) በማጥናትና በመተንተን ይቀርባሉ። ፅንሰሃሳባዊ መደላድሎች ደግሞ፥ ኣራቱ ዋና ዋና የመማር ፅንሰሃሳቦች (ለርኒንግ ቲዮሪስ)፥ ማለትም ቢሄቭዬርዝም፣ ኮግኒቲቪዝም፣ ኮንስትራክቲቭምና ሁማኒዝም በመዳሰስ፥ የኢፌዲሪ ከፍተኛ ትምህርት ንኡስ ዘርፍ የሚመራበት ፅንሰሃሳብ/የሚመራባቸው ፅንሰሃሳቦች ይቀርባሉ። በመጨረሻ፥ የከፍተኛ ትምህርት ስራዎችን፥ የኣገሪቷን ፍላጎት በሚያረካ መልኩ ለማከናወን የሚያግዙ፥ ፖሊሲዎች ወይም የፖሊሲ መደላድሎች ብቃት፥ ተተንትነው ይቀርባሉ።

የከፍተኛ ትምህርት ፕሮግራሞችና ፕሮጀክቶች የትግበራ ስራዎች፥ በርካታ ቀጥተኛና ቀጥተኛ ያልሆኑ ኣስፈፃሚና ባለድርሻ ኣካላት ያሳትፋሉ። የኣመራርና የኣስተዳደር ኣካላት፣ የትምህርትና የምርምር ባለሙያዎች፣ የኣስተዳደር ድጋፍ ሰጭ ሰራተኞችና ባለሙያዎች፥ እንዲሁም ተማሪዎችና ሰልጣኞች፥ ግንባር-ቀደም የከፍተኛ ትምህርት ኣስፈፃሚ ኣካላት፥ ማለትም የልማት ሃይሎች ናቸው። የኢፌዲሪ ከፍተኛ ትምህርት ንኡስ ዘርፍ፥ ኣገራዊና ህዝባዊ ትልእኮዎች ስኬት፥ በዋንኛነት በነዚህ የልማት ሃይሎች፥ የማስፈፀም ቁመናና ብቃት ላይ የተንጠለጠለ ነው። ከዚህ ኣንፃር፥ የልማት ሃይሎቹ ቁመናና ብቃት ግምገማ፥ ተጨባጭ የማስፈፀም ኣቅማቸው ከሞላጎደል ማወቅ ከተቻለ፥ የንኡስ ዘርፉ ኣገራዊና ህዝባዊ ተልእኮዎች ስኬት መገምገም ይቻላል። የልማት ሃይሎቹ ብቃትና ቁመና፥የንኡስ ዘርፉ ፕሮግራሞችና ፕሮጀክ ቶች ከማስፈፀምና ተልእኮዎቹን ከማሳካት ኣንፃር፥ በሚከተሉት ኣራት ንኡሳን ምእራፎች ተከፋፍለው ይዳሰሳሉ። የብቃትና የቁመና ግምገማዎች፥ በልማት ሃይሎቹ “ሙያዊ እውቀትና ግንዛቤ”፣ “ሙያዊ ክህሎትና ችሎታ”፣ “ሙያዊ ኣመለካከትና ባህሪ”፥ እንዲሁም በ“ኣጠቃላይ ክህሎት ማለትም ሊትሬሲ” ላይ ማእከል ያደርጋሉ። በኣጠቃላይ ክህሎት ስር ደግሞ፥ የልማት ሃይሎቹ ክህሎተ-ተግቦቦት (ኮሚዩኒኬሽን ሊትሬሲ)፣ ክህሎተ-ቀመር (ማተማቲካል ሊትሬሲ)፣ ክህሎተ-ሳይንስ (ሳይንቲፊክ ሊትሬሲ)፣ ክህሎተ-ቴክኖሎጂ (ቴክኖሎጂካል ሊትሬሲ)፣ ክህሎተ-ፖለቲካ (ፖሊቲካል ሊትሬሲ)፥ እና ክህሎተ-ሲቪክ (ሲቪክ ሊትሬሲ) ይዳሰሳሉ።

ምእራፍ 4፥ የከፍተኛ ትምህርት ተልእኮዎች ማሳለጫዎች ብቃት።

የኢፌዲሪ ከፍተኛ ትምህርት ንኡስ ዘርፍ፥ በከፍተኛ ትምህርት ኣዋጅ እንደተመለከተው፥ የሚከተሉት ኣምስት ቁልፍ ተልእኮዎች ኣሉት። ኣንድ፥ ጥራት ያላቸው የትምህርትና ስልጠና ፕሮግራሞችና ፕሮጀክቶች በማከናወን፥ በእውቀት፣ በክህሎትና በኣመለካከት የታነፁ ዜጎች ማፍራት ነው። ሁለት፥ በኣገሪቱ ፍላጎት የተመሰረቱና፥ በቴክኖሎጂ ሽግግር ላይ ልዩ ትኩረት የሰጡ፥ የምርምርና ልማት ፕሮግራሞችና ፕሮጀክቶች ማከናወን ነው። ሶስት፥ በኣገሪቱ እንዲሁም በልዩ ልዩ ማህበረሰቦች ፍላጎት ላይ የተመሰረቱ፥ የማህበረሰብ ኣገልገሎትና የማማከር ፕሮግራሞችና ፕሮጀክቶች ማከናወን ነው። ኣራት፥ የዲሞክራሲያዊ ባህል ግንባታና ብልፅግና ፕሮግራሞችና ፕሮጀክቶች ማከናወንና ማሳካት ነው። ኣምስት፥ የኢትዮጵያ ብሄር-ብሄረሰቦችና ህዝቦች ብዝሃባህላዊነት ማስጠበቅና ማበልፀግ ነው። እነዚህ ተልእኮዎች ለማስፈፀምና ለማሳካት፥ የከፍተኛ ትምህርት ተቋማቱ ብቃት መገንባት ያስፈልጋል። ስለዚህ፥ ተልእኮዎች ለማስፈፀምና ለማሳካት፥ እንዲሁም የተቋማቱ ብቃት ለመገንባት፥ ልዩ ልዩ የማሳለጫ ስትራቴጂዎችና፣ ኣሰራሮች፣ ኣደረጃጀቶችና መሳሪያዎች ጥቅም ላይ እንደሚውሉ የታወቀ ጉዳይ ነው። በዚህ ምእራፍ፥ የማሳላጫ ስትራቴጂዎች፣ ኣደረጃጀቶች፣ ኣሰራሮችና መሳሪያዎች፣ ከህገመንግስታዊ፣ ከርእዮታዊ፣ ከፍልስፍናዊ፣ ከፅንሰሃሳባዊና ከፖሊሲ መነሻዎች ኣንፃር ያላቸው ተገቢነትና፥ የንኡስ ዘርፉ ተልእኮዎች ከማሳካት ኣንፃር፥ ያላቸው ብቃት በመገምገም፥ በስድስት ንኡሳን ምእራፎች ተከፋፍለው ይቀርባሉ።

4.1 የትምህርትና ስልጠና ማሳለጫዎች።

ክፍል ሁለት፤ የኢፌዲሪ ከፍተኛ ትምህርት ማበልፀግ።

የኣገራት የከፍተኛ ትምህርት ስርኣቶች፥ የተነሱላቸውን ኣገራዊና ህዝባዊ ተልእኮዎች ለማሳካት ከማለም ኣንፃር፥ ልዩ ልዩ የጥራትና የኣግባብነት መለኪያዎች እንደሚጠቀሙ ይታወቃል። ከዚህ ኣንፃር፥ የኢፌዲሪ የከፍተኛ ትምህርትም፥ ቀጥተኛና ቀጥተኛ ያልሆኑ፥ የኣግባብነትና የጥራት መለኪያዎች ዘርግቷል። የኣግባብነት መለኪያዎች፥ ከሞላጎደል በህገመንግስታዊ፣ በርእዮታዊ፣ በፍልስፍናዊ፣በፅንሰሃሳባዊና በፖሊሲ ኣቅጣጫዎች የሚወሰኑ ሲሆኑ፤ የጥራት መለኪያ መሳሪያዎች ደግሞ፥ ከሞላጎደል በከፍተኛ ትምህርት ተቋማት ውስጥ ስራ ላይ በዋሉ፥ የስራ ሂደቶች ብቃትና ጥራት የሚመሰረቱ ናቸው። የስራ ሂደቶቹ ስኬትና ውጤታማነት ደግሞ፥ በልዩ ልዩ ኣስቻይ መደላድሎች ይመሰረታሉ። ኣስቻይ መደላድሎቹ፥ የከፍተኛ ትምህርት ፕሮግራሞችና ፕሮጀክቶች፥ በተቀመጡላቸው ስትራቴጂዎችና፥ የትግበራ መሳሪያዎች ለማከናወን እንዲቻል፥ እውን መሆን ወይም መነጠፍ ያለባቸው ናቸው። ከዚህ ኣንፃር፥ ኣግባብነት ያላቸው የከፍተኛ ትምህርት ፕሮግራሞችና ፕሮጀክቶች፥ በተመቻቹ ነባሪዊ መደላድሎች ካልተከናወኑ በስተቀር፥ ኣግባብነት ብቻውን፥ የጥራት ማረጋገጫ ዋስትና ኣይሆንም። በተመሳሳይ ኣባባል፥ ስራ ላይ የዋሉ ስትራቴጂዎችና የትግበራ መሳሪ ያዎች፥ ከህገመንግስታዊ፣ ከርእዮታዊ፣ ከፍልስፍናዊ፣ ከፅንሰሃሳባዊና ከፖሊሲ መነፅሮች ኣንፃር፥ ተመራጭ ቢሆኑም እንኳ፥ የተመቻቹ ነባራዊ መደላድሎች ባሉበት ስራ ላይ ካልዋሉ በስተቀር፥ ውጤታማ ይሆናሉ ተብሎ ኣይገመትም። በዚህ ክፍል፥ የከፍተኛ ትምህርት ትግበራ፥ ኣይነተኛ ኣስቻይ መደላድሎች፥ በኣራት ምእራፎች ተከፍለው ይቀርባሉ።

ትምህርት፥ የተሻለ ኣቅምና ችሎታ ያላቸው ዜጎች የሚፈጠሩበት፥ ኣይነተኛ መሳሪያ መሆኑ ይታወቃል። የከፍተኛ ትምህርት ደግሞ፥ የኣገራትና ማህበረሰቦች፥ መፃኢ እድል መወሰኛ ቁልፍ መሳሪያ ተደርጎ ሊወሰድ ይችላል። ከዚህ ኣንፃር፥ የኣገራት ከፍተኛ ትምህርት ቁመና፥ በተቻለ መጠን እንከን የለሽ እንዲሆን ይፈለጋል። የከፍተኛ ትምህርት ትግበራ፥ እንከን የለሽ ማድረግ ያስፈልጋል ከተባለ ደግሞ፥ ልዩ ልዩ ኣስቻይ መደላድሎች ሊፈጠሩለትና ሊገነቡለት ይገባል። የከፍተኛ ትምህርት ተቋማት ፕሮግራሞችና ፕሮጀክቶች ኣስፈፃሚ ኣካላትና የልማት ሃይሎች፥ በነፃነት፣ እርካታና በምቾት፥ የተጣለባቸውን ሃላፊነት በብቃትና በኣርበኝነት የሚወጡትና፥ የተቋማቱ ተልእኮዎች በኣመርቂ ሁኔታ የሚያሳኩት፥ ግራም ነፈሰ ቀኝ የማይለዋወጡና፥ እየተሻሻሉ የሚሄዱ ኣስቻይ መደላድሎች ሲኖሩ ብቻ ነው። የኢፌዲሪ ከፍተኛ ትምህርት ንኡስ ዘርፍ፥ የተጣሉበትን ኣገራዊና ህዝባዊ ተልእኮዎች፥ በሚፈለገው ፍጥነት፣ ስፋትና ጥራት ለማሳካት የሚያስችሉትና፥ ከህገመንግስታዊ፣ ከርእዮታዊ፣ ከፍልስፍናዊ፣ ከፅንስሃሳባዊና ከፖሊሲ መነሻዎች የሚመነጩና፥ ንኡስ ዘርፉን እንደ ማእዘን ድንጋይ የሚያገለግሉ ኣስቻይ መደላድሎች፥ በሚከተሉት ሰባት ንኡሳን ምእራፎች፥ በስፋትና በጥልቀት ይቀርባሉ።

5.1 ህገመንግስታዊ መደላድሎች ማስረፅ።

5.2 ርእዮታዊ መደላድሎች ማስረፅ።

5.3 ፍልስፍናዊ መደላድሎች መለየትና ማስረፅ።

5.5 ተቋማዊ ነፃነትና ባለቤትነት ማስፈን።

5.6 የሰራተኞች ሙያዊ ነፃነት ማረጋገጥ።

5.7 የሰራተኞች ብቃትና ማህበራዊ ገፅታ ማረጋገጥ።

ምእራፍ 6፥ የኣስቻይ ባህሎችና እሴቶች ግንባታ።

ከተቋማት የስኬትና የብቃት ምንጮች መካከል፥ የተቋማቱ የልማት ሃይሎች የሚላበሱዋቸውና የሚጋሩዋቸው ባህሎችና እሴቶች ሲኖሯቸውና፥ የልማት ሃይሎቹ ለባህሎቹና እሴቶቹ ቀናኢ መሆን ሲችሉ ነው። የኢፌዲሪ የከፍተኛ ትምህርት ተቋማት፥ በኣመራርና በኣሰራር ሰነዶቻቸው ላይ የተፃፉ እሴቶች ያሉዋቸው ሲሆን፥ በውን ሊገነቡዋቸው ያለሙዋቸው ባህሎች የላቸውም። ኣስቻይ ባህሎችና እሴቶች ያልለዩ፣ ያልገነቡና፥ በልማት ሃይሎቻቸው ዘንድ ያላሰረፁ፥ የከፍተኛ ትምህርት ተቋማት፥ የምርጥ ፖሊሲዎችና ስትራቴጂዎች፣ የተዋጣላቸው ፕሮግራሞችና ፕሮጀክቶችና፥ የኣብዮታዊ የትግበራ መሳሪያዎችና ዘዴዎች፣ የምርጥ ኣደረጃጀቶችና ኣሰራሮች ባለቤቶች ቢሆኑም እንኳ፥ ተልእኮዎቻቸውን በተፈለገውና በታለመው ልክ የሚያሳኩበት እድል ዝቅተኛ እንደሚሆን ይገመታል። በዚህ ምእራፍ ስር፥ በኢፌዲሪ የከፍተኛ ትምህርት ተቋማትና፥ በተቋማቱ ኣስፈፃሚ ኣካላትና የልማት ሃይሎች ዘንድ ያልተገነቡ፥ ከህገመንግስታዊ፣ ከርእዮታዊ፣ ከፍልስፍናዊ፣ ከፅንሰሃሳባዊና ከፖሊሲ መነሻዎች የሚመነጩ፥ ኣስቻይ ባህሎችና እሴቶች ፋይዳዎችና የግንባታ ኣቅጣጫዎች፥ በስድስት ንኡሳን ምእራፎች ተከፋፍለው ይቀርባሉ።

6.1 የዴሞክራሲ ባህል ግንባታ።

6.2 የኣካዳሚክ ነፃነት ባህል ግንባታ።

6.3 የስራና የኣፍላቂነት ባህል ግንባታ።

6.4 የቀጣይ ለውጥ ባህል ግንባታ።

6.5 የስነምግባር እሴቶች ግንባታ።

6.6 የጥራት እሴቶች ግንባታ።

ምእራፍ 7፥ የኣስቻይ ኣደረጃጀቶችና ኣሰራሮች ዝርጋታ።

የከፍተኛ ትምህርት ተቋማት ስኬታማነትና ውጤታማነት፥ በገነቡዋቸው ኣሰራሮችና ኣደረጃጀቶች ላይም ይመሰረታሉ። ከዚህም ባሻገር፥ የተቋማት ኣደረጃጀቶችና ኣሰራሮች፥ በቀላሉ (ለበጎም ለመጥፎም) የሚወረሱ ከመሆናቸው ኣንፃር፥ በልማት ሃይሎችና በተገልጋዮች ኣስተሳሰብና ምልከታ ዘንድ፥ በጎም በጎ ያልሆኑም ተፅእኖዎች እንደሚያሳድሩ የታወቀ ነው። በተጨማሪ፥ በከፍተኛ ትምህርት የልማት ሃይሎች የመፈፀም ኣቅምና ውጤታማነት፥ የተቋማቱ ኣደረጃጀቶችና ኣሰራሮች ተፅእኖ ከፍተኛ እንደሆነ የታወቀ ነው። በኢፌዲሪ ከፍተኛ ትምህርት ተቋማት ዘንድ፥ የተሻሉና የተሻሻሉ ኣደረጃጀቶችና ኣሰራሮችና ፍለጋና ኩረጃ፥ ዘለግ ያለ ጊዜ ጠፍቷል። ይሁን እንጂ፥ ኣደረጃጀቶቹና ኣሰራሮቹ፥ በህገ-መንግስታዊ፣ በርእዮታዊ፣ በፍልስፍናዊ፣ በፅንሰሃሳባዊና በፖሊሲ እንድምታዎች የማይቃኙባቸው ኣጋጣሚዎች ብዙ ናቸው። ከኢንዱስትሪ የተወረሱ የኣሰራርና የኣደረጃጀት ስርኣቶች፣ ኣገራዊ የተቀናጁ ስርኣተ-ትምህርቶች (ካሪኩለም ሃርሞኒዜሽን)፥ የሞጁላዊ ስርኣተ-ትምህርቶችና የትምህርት ኣሰጣጥ ስርኣቶች (ሞጁላራይዜሽን) ጥቂት ምሳሌዎች ናቸው። የኣገሪቱን የእድገትና የልማት፣ የሰላምና የዲሞክራሲ ግንባታ ስራዎች፥ በኣብዮታዊና ህዝባዊ ደረጃጀቶችና ኣሰራሮችና ማከናወን እንዳሚገባ፥ ህገመንግስታዊና ርእዮታዊ እንድምታዎች ያመለክታሉ። ከዚህ ኣንፃር፥ ህዝባዊና ኣብዮታዊ ኣደረጃጀቶችና ኣሰራሮች፥ የከፍተኛ ትምህርት ተቋማት ኣስቻይ መደላድሎች መሆናቸው፥ በኣራት ንኡሳን ምእራፎች ተከፋፍለው ይቀርባሉ።

7.1 ያልተማከሉ ኣደረጃጀቶች ማስፈንና ማጎልበት።

7.2 ያልተማከሉ ኣሰራሮች ማስፈንና ማጎልበት።

7.3 ኣሳታፊ ኣሰራሮች ማስፈንና ማጎልበት።

7.4 ኣብዮታዊ ኣሰራሮች ማስፈንና ማጎልበት።

ምእራፍ 8፥ የኣስቻይ መሳሪያዎችና ዘዴዎች ዝርጋታ።

የኢትዮጵያ ከፍተኛ ትምህርት ተቋማት፥ የተሰጡዋቸውን ኣገራዊና ህዝባዊ ተልእኮዎች፥ በተመጣጣኝ ብቃትና ጥራት ማሳካት፥ የዲሞክራሲና የፍትሃዊነት ጉዳይ ነው። ለምሳሌ፥ በኣንድ የኣገሪቱ ከፍተኛ ትምህርት ትቋም የተማሩ ዜጎች፥ በሌሎች ከፍተኛ ትምህርት ተቋማት ከተማሩ ዜጎች፥ የበለጠ ወይም ያነሰ ተጠቃሚ ከሆኑ፥ ተቋማቱ የዲሞክራሲና የፍትሃዊ ተጠቃሚነት ተቋማት መሆናቸው፥ ጥያቄ ውስጥ ይገባል። ከዚህ ኣንፃር፥ የተቋማቱ ኣሰራሮች፣ መሳሪያዎችና ዘዴዎች፥ ወጥ ይሆናሉ ተብሎ ባይጠበቅም (እንዲያም ተገቢ ባይሆንም)፥ ግራም ነፈሰ ቀኝ፥ በኣገር ደረጃ የተቀመጡ፥ የጥራት ደረጃዎች (ኳሊቲ ስታንዳርድስ) ሊኖሩዋቸው ይገባል። ከዚህም ባሻገር፥ በልዩ ሁኔታ የተለዩ፥ ወጥ የኣሰራር ዘዴዎች (ስታንዳርድ ኦፐሬሽን ፕሮሲጀርስ) እና ተመሳሳይ ፖሊሲዎችና ስትራቴጂዎች ሊኖሩዋቸው ይገባል። በዚህ ምእራፍ ስር፥ የሶስት ኣስቻይ መሳሪያዎችና ዘዴዎች ፋይዳዎች ይዳሰሳሉ።

8.1 የጥራት መሰረቶችና ደረጃዎች መተግበርና ማበልፀግ።

8.2 የተማከሉ ፖሊሲዎችና ስትራቴጂዎች ማበልፅና መጠቀም።

ONTOLOGY
Ontology is a study of conceptions of reality and the nature of being. In philosophy, ontology is the study of being or existence and forms the basic subject matter of metaphysics. It seeks to describe or posit the basic categories and relationships of being or existence to define entities and types of entities within its framework. In Science education, the following categories are important: Matter, Process, and Mental State.

EPISTEMOLOGY
Or theory of knowledge is branch of philosophy that studies the nature, methods, limitations, and validity of knowledge and belief.
